Maximum legal speed limit here is 80Km per hour on the road from Bogota to Santa Marta. Also that speed is not possible whilst driving down the mountain from the 2600 m above sea level that is Bogota to the sea level which is where Santa Marta is located. Although it is possible to drive the route in 10 hours, be aware that if the police stop you, on a 10 hour journey you are looking at a nice heavy fine. Even the crazy bus drivers do it in about 12 hours on a fast day but the average is about 14 hours.

This site is great but it advises about speeds that are one illegal in Colombia, and although it allows for distance it is not taking into account that this country has the Andes Mountain range and on various routes you have to climb and descend a few times, some times by as much as 3000 meters in a climb and drop.
